If it is tidal waters, you can- reciprocity licenses between VA and MD- and you need to be registered with a number from VA for fishing with a MD license- it is free and easy on line-

so looks like to potomac is fine, so Pohick Bay is good. But the Occoquan River cutoff is the fall line... so i'm assuming the place ComeOnFish said won't work.

Pohick Bay regional park - http://www.nvrpa.org/park/pohick_bay or if you want to go to Ft Belvior you can launch by the archery range. Lots of little creeks back there to explore!

Yes. The fall line in Occoquan is the 95 bridge. you can fish south of 95 bridge and Pohick Bay with MD tidal license
