So according to chesapeake bay magazine's Facebook page the restriction is lifted. (This is really good news because now I don't have to worry I'm going to get arrested every time I go out)

UPDATE: We continue to monitor the ice conditions as reported by the USCG District #5. As of 07:35 Sunday March 15 we spoke to Captain of the Port of Baltimore’s office yet again to confirm that there are indeed no restrictions for recreational boats on the Chesapeake Bay above the Bay Bridge. THERE ARE NO RESTRICTIONS for recreational boaters as of noon yesterday, Saturday March 14. The USCG ICE reporting hotline 410.576.2682 is updated and will give you this confirmation in a recorded message.
