Many of our members have started trolling for rockfish. The DNR has a special suite of regulations that apply to the preseason catch-and-release fishery http://www.eregulations.com/maryland.../striped-bass/. These are in effect from March 1 to April 17. Most of them are relevant to larger boats that would normally troll numerous lines. The one special condition most likely to affect the kayak fishing community is a requirement to use barbless hooks when trolling. I assume that replies to jigheads, swimming plugs, metal spoons, and umbrella rigs. I suspect that at least some of us have forgotten to crimp the barbs on our trolling lures.
