As mentioned the tail needs to run straight on the hook to look like a baitfish. One thing I didn't see mentioned is that the tail is mounted upside down on the jighead. The molded in fin is actually the back fin of the bait and the knobby tail goes down. You can see this in John V's examples.

We intentionally rig floating worms this way on a weightless hook specifically to create the spinning motion. You needed a high quality swivel to keep the line from twisting. This method was deadly on smallmouth in the middle of the day , most likely because it agitates them into striking. No idea how a striper would react but I have a feeling it would have a similar effect. Hmm, something to try.
