What is required on a Yak in the Ches bay or OC ?

Plan on starting some bay fishing, and hitting O.C.
What is required ? Whistle? Horn? Flare?
How about a flag?

Just wondering what the "man" will want to see?

Only thing required is Life vest. Anything else is just highly suggested.
