That's a tough price range to recommend since the quality is going to be fair at best. I might even look for something used before considering new. You can probably find plenty of decent stuff in the next few months on Craigslist or eBay.

I just got one of these for the same application. It is a bit of a tuna stick, but it will definitely handle umbrella rigs. It has a built in line counter.
Still getting to know it, so I can endorse it yet, but it is a good option - and it's on sale now

I own 3 cabela's depthmasters for umbrella rigs and the reels come with line counters on them...the combo goes for about $80. It's a great deal but the rods and reels are not of the highest quality. I have been using them for several years though. They'll get ya by.
