Yea that is pretty foul but not surprising for a major urban center. Philly has similar aging sewers- some of them are actually a hundred years old and made of wood- and has an open sewer aka the Manayunk Canal that runs right through one of the most bustling parts of the city and dumps into my home river, the Schuylkill. I've also observed countless pipes dripping or sometimes raging with suspected pollutants in all sections of the river. That fecal coliform pollution is no joke it will get you really sick. I am always trying to avoid putting my hands or feet in the water up here because of it. I actually use a site called Phillyrivercast.org to let me know when the fecal coliform levels are low enough to safely kayak in the river.
