White Perch Tournament in the works

Guys, one of my buddies family owns curleys marina down in southern maryland. He is trying to get a white perch tournament going. The marina leads to the potomac river and st marys river. If you are familiar with st georges island its up in that creek. Alot of shallow areas that boats cant reach up in there. Trees along the coast line, make the perfect spots for them. again, he is tweaking the rules but here is a rough draft
