As an old duck hunter that hasn't hunted them for lots of years I can tell you there is a regulation on how close you can approach a rig or blind or boat blind. I don't know the distance so perhaps a call to DNR would be prudent. Beware, duck hunters know the rule, have range finders and cell phones so give them a wide berth. And no, shooting at someone would have warranted a call from YOU to the DNR but it would be hard to prove they weren't shooting at a duck but I'm sure the DNR would like to hear about it and pay them a visit anyway.

I do hunt waterfowl and sometimes do it from my kayak even.
There is actually laws against disturbing a lawful hunt.
To give you an example we usually have off shore blind spots in anne arundel county (in a boat). These spots are God coordinates registered with dnr for the season. They have to be so many yards from a live able dwelling. We still often get people on the ends of their piers yelling, banging pots and pans, throwing rocks etc mind you all they have to do is pay $20 to block up their shoreline.
