The main things to consider are: waterproof, does it float, transmission power, durability. Personally I would not recommend anything less than 5W, but 6W is significantly better. It has to float and be waterproof, period. For durability I would read some reviews. I have not heard any negatives from Standard Horizon which is what I have, but for the money that West Marine 160 looks really good. Standard Horizon's sister company Yaesu also makes some of the best handheld HAM radios on the market. There are other brands out there that perform well, especially considering the price, but Standard Horizon is the benchmark for quality in my opinion.
