I was looking for alternatives for Carr's wharf and saw Holly Hill Harbor Boat Ramp on google maps further upstream which could be good pickerel water this winter. does anybody know if its a limited access or locked type boat launch?

I never heard of that one. There is a launch point at the Smithsonian Environmental Research Center. It has restricted hours but puts you in an upstream section of the river.
