    Hello all,

    Anne Arundel County Executive Steuart Pittman's proposed FY22 budget effectively defunds new public water access. See the editorial from The Capital: https://digitaledition.capitalgazett...8-dbe8f2e3a2b1

    County Executive Steuart Pittman stuffed renovations of two existing wharves into the new water access facility account and says he's increasing water access funding by 700k. Bad math. There's a small amount of planning money for Valentine Creek on the Severn. That's it for new public water access.

    We decided not to give up. The County Council must submit amendments by tomorrow, Tuesday June 8 2021 for the FY22 budget.

    Directions in the follow up on how to do that ASAP, like tonight / Monday 6/7/21 and tomorrow / Tuesday 6/8/21.

    The analysis I sent the councilmembers is below. Thanks to Councilman Andrew Pruski for helping me locate planning money for Valentine Creek, the one scrap of new public water access funding in the proposed FY22 budget.

    Analysis

    P567400 Water Access Facilities - see pages 86a and 86b of the CE's proposed FY22 budget

    This account is for new medium size public water access facilities. Prior to FY22, it had an annual amount of $268k in it since ~2014. It has worked well to leverage the county's immense existing investment in unused waterfront land into outstanding public parks. Homeport Farm Park and Downs Park onto the Bodkin , as well as clearing the water access lane at Beachwood Park, came from this account.

    In FY22 P567400 is being used for the renovation of existing water access facilities: Greenhaven Wharf and Galesville Wharf. These are expensive projects, which normally are done in stand alone accounts. The recent $1.4 million renovation of Carrs Wharf was done in stand alone account P573300.

    The administration set up a "we increased public water access funding by 704k!" position. They increased the money in the new water access facilities account and then used the account to pay for the long-scheduled renovation of existing county wharves. The net result is no funding for new public water access.

    P567500 Boat Ramp Development - see pages 110a and 110b of the CE's proposed FY22 budget.

    New boat ramps are zero funded. During Rec & Parks Director Jessica Leys' budget presentation to the council, she said that the county would be pursuing public private partnerships with private and community marinas for shared public use of private marinas though a funding agreement. That suggestion has been bandied about sine 2013. The county commissioned a professional study from a consultant to survey all private and community marinas in the county for interest in participating. The study ended in 2020 and I believe came up empty handed. Unless something has changed in the last year or two, that strategy is not likely to be successful.

    Valentine Creek: In her presentation, Director Leys said that Rec & Parks would start working on Valentine Creek in FY22. I can not find a capital project that specifically includes Valentine Creek.

    Beverly Triton Park: The public swimming beach at Beverly Triton Park was supposed to begin construction in Fall 2020 and open in Summer 2021. It's a year behind schedule. The bidding ended June 1, 2021. The CE was asked about the delay at five of his seven budget town halls. He responded briefly at two by alluding to an error of the prior administration.

    Water access is nonpartisan. I hope the Democrats support the projects in Republican districts and vice versa. Our Updated FY22 Public Water Access Request is below. I submitted it to the Council last night. Please use it for your budget input. Personally, it would be sweet to have easier access at Beachwood and great to have access onto Rock Creek at Weinberg.

    Updated FY22 Public Water Access Budget Request

    The Public Water Access Committee

    June 6, 2021


    1) Complete and open the public swimming beach at Beverly Triton Nature Park. (District 7, Chesapeake Bay)

    2) Open all of Mayo Beach Park to the general public 4 pm to dusk on the 40 adaptive camp days a year and dawn to dusk on the 325 non-camp days a year. (District 7, Chesapeake Bay)

    3) P567400 Water Access Facilities

    a) Remove renovations of Greenhaven Wharf (District 3, Stoney Creek) and Galesville Wharf (District 7, West River) from P567400 and place in separate project accounts. This funding structure is consistent with the recent renovation of Carrs Wharf. The Carrs Wharf renovation was funded through account P573300.

    b) Fund P567400 with the customary $268,000 annual amount.

    c) Put Valentine Creek Park (District 4, Severn River) and Beachwood Park (District 3, Magothy River) into P567400 as new medium size public water access projects. Put a kayak launch at Weinberg Park (District 3, Rock Creek) into P567400 as a pocket change project.

    4) Waterway Improvement Fund

    Dredge Hawkins Cove (District 6, off Spa Creek in Annapolis) to improve navigation and support public water access in an underserved area.

    5) Stormwater Fee Funding

    Fund erosion control and living shorelines at Weinberg Park (District 3, Rock Creek), Hawkins Cove (District 6, off Spa Creek in Annapolis), Robert Eades Park (District 6, on College Creek off the Severn River) and the Almshouse Creek side of Historic Londontown (District 7, Almshouse Creek off the South River).

    6) P567500 Boat Ramp Development

    Fund P67500 with the customary $590,000 annual amount for public boat ramp development

    Appendix: Waterway Improvement Fund and Stormwater Fee Investment

    Hawkins Cove off Spa Creek off the Chesapeake Bay

    Hawkins Cove is off Spa Creek and behind the HACA office building. It is so heavily silted in that it is not navigable. There is a pedestrian dock. Pilings mark a former boat slip and finger pier. Spa Creek Conservancy did a recent project on a creek that enters the cove, stopping the inflow of silt from that source. The City of Annapolis recently submitted a grant proposal for design of a living shoreline. Waterway Improvement Fund (WIF) money would restore navigation to Hawkins Cove. Stormwater money would create a living shoreline. Both funding sources combined would deliver public water access to the community near the HACA building.

    Robert Eades Park on College Creek off the Severn River

    Robert Eades Park is on College Creek at the end of Clay Street, across from Morris Blum senior apartments. The infrastructure, primarily a wooden ramp, is unusable. The park contains a central outfall. The outfall leads to a culvert that goes under Clay Street, splits into two tubes, goes under the Morris Blum parking lot, rejoins into one tube and ends in a rock drainage ditch. Stormwater money would renovate the park with a living shoreline while upgrading the outdated drainage that dumps a lot of fast water into College Creek. A renovated park would serve both the seniors in Morris Blum and the Clay Street community.
    Historic Londontown on Almshouse Creek and the South River

    Historic Londontown has shoreline on both Almshouse Creek and the South River. Londontown has three docks (one unusable) and a stairway on Almshouse Creek. The Almshouse Creek shoreline upstream of the stairway has been eroding for years. That shoreline has moved back at least eight feet. The 2020 derecho took down almost every tree on the downstream side of the stairway and accelerated the erosion. Stormwater money would provide the needed stormwater management and erosion control to stabilize and restore the hill and shoreline, improve water quality and keep the area usable for visitors.

    Weinberg Park on Rock Creek off the Patapsco River

    The Weinberg Park bluff between the tidal pond and Dauses Lane is severely eroded. In 2013 there was an old wooden stairway leading up from the beach. Now there is no sign that stairway was ever there and many mature hardwood trees have fallen into the water. The bluff has moved back twelve to fifteen feet since 2013. There is a 2009 Master Plan that includes Fort Smallwood Park and Weinberg Park. That plan was sidelined in the 2009 recession. The Department of Recreation and Parks is making great progress on the Fort Smallwood part of the plan. However, it will be years before Fort Smallwood is completed and the county turns to Weinberg Park. Stormwater funding would stabilize the Weinberg bluff and create a modern stormwater management system on the Rock Creek beach. When the county gets to the Weinberg Park stage of the Fort Smallwood Park and Weinberg Park Master Plan, the erosion control would be complete and the shoreline would be protected, intact and ready for incorporation into park improvements.

      Confirmed: the only funding for new public water access in County Executive Steuart Pittman's proposed FY22 budget is $75,000 to assess Valentine Creek on the upper Severn.
