Marine gathering permit? If it goes through do we have to get a permit just for small gatherings like our meet and greets? It says both sponsored and nonsponsored gatherings.

I'd be curious to see the definition of gathering. What about all those boaters who hook up 4 or 5 at time for a weekend on the bay? Hopefully this only affect very large groups.
