Looks like a big American Eel. Smaller ones are used as striper bait. Interesting lifecycle. http://www.fws.gov/northeast/newsroom/eels.html

Saw a big one in a small creek in Prince William Forest a couple years ago while hiking with my wife. We stopped to watch. Tossed some bits of bread that attracted small sunfish. The sunfish seemed to be unaware of the eel as it swam among them. Then, he selected a particular sunfish and...gulp! My wife freaked. I thought it was very cool wildlife watching.
