Anyone here ever launch at the ramp at Conowingo, if it's still there? Haven't been there in a loooong time. Just wondering how doable it is if very few gates are open?

I assume that you mean the car top ramp at Fisherman's Park, about 1/2 mike downstream from the dam.
I have done this once, in mid summer, and will never launch there again.
I was fishing from a canoe, the sirens to warn that the water level was coming up went off, and I could not get back the the little ramp before the water level came up, like 5 feet.
It was the only time in 40+ years of canoeing that I rolled a canoe. I lost several tackle containers of lures and a $300.00 dollar pair of prescription sunglasses. I don't want to think about what might happen in 40 degree water.
The walleyes and stripers hang in the pool immediately below the dam and you cannot get that close in a craft.
The "regulars" fish from the shore there with long but relatively light surf rods to get in the zone.
It's a lot of fun during the shad run if you like crowds. Also known as combat fishing.
A much better choice would be to put in at the Mill at Rock Run or at Deer Creek, both of which are several miles down from the dam. There are no ramps in these areas, but a relatively easy carry to the water, and parking nearby. Lapidum is also doable but you have to pay to use the ramp, it is a bit downstream from the faster water. There is also a small car top ramp all the way down in Havre de Grace which sees a pretty good yellow perch run in the next few weeks. You have to cross the river and fish in the deep holes on the Cecil County side.

there are other spots to launch from, if you go to the cecil side you can launch closer to port deposit there are pulloff spots just before you get to the railway bridge. you can also launch at deer creek at the old mill house on the harford side. i hope you know what you are doing in a yak. the water is pretty fast and lots of rapids. i only go when its warmer, to dangerous when its cold.
