You raise and lower from the seated position. There is a non stretch cord and an clam cleat to hold it up or down. The steering is a little different on our PA's because there is a steering drum. Russ engineered his ........ I just attached sting w/snap swivels for mine. I think you guys use the foot steering that most Kayaks use so it shouldn't be a problem to install or you could rig a seperate steering thing easily. Basically everything you need for the installation but you can get other components if you want to customize.
Like Russ said, for launching you leave the engine up ........ lower it when you want and push the throttle forward and off you go. 1 pull and the engine is back up whenever you want ....... 1 pull and it is released and back down as quick as that. Also the engine will automaticaly stop if you pull it up without backing off the throttle ........ nice feature if you are going over an obstacle you didn't see ....... no spray ..... no engine spinning faster than designed for etc.
