Virginia saltwater license registration in Maryland

Does anybody know why when trying to register the Virginia fishing license with the Maryland saltwater registry you are asked for too much personal information? I am trying to register mine as advised buy many of other fellow anglers and besides your typical drivers license information I am being asked to enter my social security information. Now I don't know about you guys but, what do they need my SSN for? I understand asking for the fishing and driver's license for them to verify but the SSN, I personally do not feel comfortable with this. What does anyone else think?

This is a new program the DNR is using. According to rumor they are using this approach (SS #) to catch deadbeat dads who are not paying child support or other criminals not smart enough to catch on.
