I think it is live feed from a series of cameras across the Bay Bridge. So images of kayaks and boats will come and go. The link to the full site (all of Maryland) is: http://www.chart.state.md.us/travinfo/trafficcams.php#. If you click on the Annapolis tab, you can see a list of the bridge cameras.
