If you trailor your kayak, do you have to pay the launch fee or do you still count as "car top"

Seems to me, the boat must be in or on your vehicle to be considered a car top.
But if you unload the kayak from the trailer and carry/cart it to the launch whose to say?

I would assume as long as you don't roll your trailer down the ramp to launch or pull out then you don't have to pay the fee.

At least be prepared to pay ........ It will depend on wher you go ....... No hard fast rules but usually if it's on a trailer you'll pay ....... You are using 2parking space
