i think you did a great job and the folks should have sat back and worried or whatever but should have kept their mouth shut if you weren't touching their property. i may have been unclear but state owns the waters and it sounds like we're talking about a privately-owned pier. the pier owneres have some liability if someone gets cut by nail, electric shock, etc but the water below the pier and all the way to shore is public.
a different situation, but consider your car parked on a public parking lot and folks exercising their right to be under/around your car. as long as they're not leaning on it, taking parts, etc - no problem.

I could understand a person getting upset or worrying about somebody casting lead up agianst their hull. All of this guys stuff was up on a lift though. I'm over it, we'll see the next time I launch down there and whether or not I float past it or stop to fish. If anyone launches out of Mayo beach, go south and his dock is the first one you come to right after the riprap out in front of Mayo. There is 15" perch under his dock only, go get em. lol.
