It's called a HOBIE EYELET POST. You can pick one up at byb or can order one online.
Was gonna post a pic but having a hard time copying and pasting with my new phone.

Mine doesn't have those for the paddle keeper(s), but it does have one behind the seat and one by the front hatch. That would be a better alternative to the hook though.
