That top number is an Emergency Number 410-260-8888 and I would say Always choose this number if your are in doubt, let DNR sort it out and they will dispatch accordingly. If you feel in anyway that your life or limb or anyone in your party has been put in harms way by the actions of another don't hesitate CALL! On the Phone and/or the Radio.
