I agree with your reasoning.
That's one reason I like to fish flies for them -- other than the extra fun I have of catching them on a flyrod. It's rare that flies will out fish minnows for pickerel but it can happen. I once had a DE minnow angler ask me what I was using when I caught several picks in a row near him and he was going through a dry spell. I think streamer flies can equally compete with lures for pickerel, especially in winter.
