a few years ago i found pretty much the same thing, a 20 something inch rockfish tried to swallow a roughly 16" rockfish. they were just flapping on the surface. netted it and pulled them apart. swam away safely. wish i could find the picture
The poor fish was choking. You should have tried the Heimlich maneuver.
